Since February 2022, the large-scale invasion by the Russian Federation has triggered one of the most severe humanitarian and protection crises worldwide in Ukraine. Beyond the devastating military consequences and the destruction of civilian infrastructure, the population faces dramatic challenges: millions of internally and externally displaced people, widespread food insecurity, risks linked to contamination from unexploded ordnance, limited access to essential services – particularly protection, health, WASH, and education – as well as a worsening mental health situation and a decline in social cohesion. In 2025, an estimated 12.7 million people will be in need of humanitarian assistance, with a disproportionate impact on women, children, persons with disabilities, and communities living in eastern and border regions.
The project will focus specifically on Kharkiv and Sumy oblasts, areas heavily affected by attacks and characterized by multiple vulnerabilities, where the conflict has exacerbated barriers to basic services, triggered massive displacement, and drastically reduced livelihood opportunities. The proposed interventions aim to strengthen the protection of the most vulnerable populations, ensure psychosocial and mental health support (MHPSS), improve access to essential services (including health, WASH, and education), and support community resilience through livelihood activities, legal assistance, and the promotion of safe spaces for women, children, and persons with disabilities.

UPP requires criminal background check certificate (released max 3 months before the date of job offer) to confirm a job offer. We are aware that in some countries the release of criminal background certificate by the competent authorities might require several weeks. However, UPP runs selections to deploy staff in emergency programs and time-lapse between job offer and field deployment is often very short. Thus, we kindly ask all candidates to get prepared on time and be able to submit their certificate promptly in case of success in the selection.
